Powder coating may need to be removed entirely to get prolonged paint job. Otherwise, it will keep getting moisture under it and keep lifting off. If the aluminum was powder coated the same as above will be present, but the oxidizing is not as bad as rust on steel, it will take longer to deteriorate the powder coat.
